Rastriya Parichaya Patra a "National Identity Card" is a digital solution to a person's identity verification. As it is a digital feature, it is of great importance in the modern age as it can be interconnected with the public service and used for various purposes. Many countries have a policy of successfully implementing it in their country and some countries are even using it successfully. Achieving such a digital identity card for all citizens without discrimination is also conducive to national inclusion.

National Identity Card
of Nepal is a federal level identity card with unique identity number for each
person that can be obtained by citizens of Nepal, based on their biometric and
demographic data. The data is collected by the National ID Card Management Centre (NIDMC), a statutory authority
established in July 2011 by the government of Nepal, under the jurisdiction of
Home Ministry.
This card will feature a unique number, photo, personal
information and 10 fingerprints of the bearer. Upon full implementation, this
card is to replace the current "Nepal
Citizenship" and it will be used for National Identity, personal
identity, as Voter ID Card and as a Social
Security Card through its unique number. This Card will not replace other
documents like Passport, Driver License.
The Government of Nepal will make arrangements for the use
of biometric smart card with photo as National Identity Card for all Nepali
citizens through the annual policy and program and budget statement of 2066/07
and separate central body will be set up for the implementation of this
provision. As per the decision of 2067/03/16, the National ID management Center
has been established on 2067/04/01 as the central body of the department level
under the Ministry of Home Affairs and later on 2075/06/28 the said Center and
Federal Affairs and As per the decision to establish the National Identity Card
and Registration Department by consolidating the Central Registration Department
under the Ministry of General Administration, the work of National Identity
Card is also being done by this department.
In order to move the National Identity Card Program forward
in a procedural manner, based on various decisions of the Council of Ministers
and 2076, based on the "National Identity Card Management Strategic Plan
2075", "Registration of Details of National Citizenship for Distribution
of Nepal Identity Card and Procedure on Distribution of Nepal Identity Card and
Procedure on Distribution of National Identity Card". After the issuance
of National Identity Card and Registration Act, legal basis has been created
for it. In the Fiscal year 2075/076 BS, the National Identity Card has been
successfully tested by distributing the National Identity Card to the citizens
of Panchthar District and the employees of Singha Durbar Campus. In Panchthar
district, Hon'ble Home Minister Ram Bahadur Thapa formally handed over the
national identity card to 101-year-old senior citizen Bhagwati Devi Bhandari.
After the distribution in Panchthar district, the Government of Nepal has taken
the program forward to expand across the country. This program, which is a
priority of the government, In 2077/07, the target is to collect the details of
10 million citizens for the national identity card.
